VICAS is a non-profit voluntary organization established with a group of rural youths and social scientists in 1987. Vision of organization is to work towards scientific development of rational, non-exploitable society.

The main objectives are to develop scientific attitude in community/common population, Mass action for national regeneration, Integration of education and development, Establishing equality in society for national integration. Strategy and Interventions are need based resource mapping planning and implementation, Mutual participation with the stakeholders, Undertake research followed by feasibility test for implementation and expansion, to develop specifically designed curriculum and conduct technical training for skill building through holistic approach, Create a consortium of various stakeholders to address specific problems and ensure awareness through mutual cooperation and support to promote innovation and demonstration through community participation, to create an effective model for replication.

Uttar Pradesh's State coordinators were adjudged as 
"BEST STATE COORDINATOR"
among the GIANTS STATES in INDIA
at NATIONAL CHILDREN'S SCIENCE CONGRESS 2009
held at AHEMDABAD




Shri Dinesh Chandra Sharma, 
effective science writer in journals,
magazines and the author of several books. He also presides as the
Treasurer of "Voluntary Institute for Community Applied Science-
INDIA" (VICAS) has been 
honoured by Department of Science and
Technology, 
Govt. of India with DCS award. 
He was awarded with this 
national award 
for his 
outstanding Scienceand Technology Communication 
in Print Medium for the year 2009. 
The award consists of a Momento, a Citation and a cash prize 
money of Rs.1,00,000 (Rupees 1 Lakh). I was presented during the function 
on 26th Feburary 2010, in the Raman Auditorium of Technology Bhavan, 
as a part of 
National Science Day Celebration.
